Summary. Recently, after being employed for twelve years in the design and development business, I was assigned the task of Technical Proposal. Let's analyze what are the skills necessary to carry out this task and that I have to develop in order not to betray the expectations of those who have trusted me.
Recentemente, dopo essere stato impiegato per dodici anni in attività di progettazione e sviluppo, mi hanno assegnato il compito di Technical Proposal. Analizziamo quali sono le competenze necessarie per svolgere questo compito e che devo sviluppare per non tradire le aspettative di chi ha avuto fiducia in me.

Starting from April 2016, after working for 12 years as a computer vision engineer, I was assigned to the newly established “Quoting & Technical Proposal” office as a Proposal Engineer.
But what does a Proposal Engineer do? what are its tasks and its mission?
A partire dall'aprile dell'anno 2016, dopo aver lavorato per 12 anni come ingegnere della visione artificiale, sono stato assegnato al neo-costituito ufficio “Quoting & Technical Proposal” in qualità di Proposal Engineer.
Ma cosa fa un Proposal Engineer? quali sono i suoi compiti e la sua missione?
First of all, let's say right away that, unlike what happens for the design of engineering products, the Proposal Engineer is more oriented towards the sale of products. Indeed, to be honest, the Proposal Engineer represents the interface between the world of design and the world of sales, and therefore of customers.
Innanzitutto diciamo subito che, differentemente da quanto avviene per la progettazione dei prodotti di ingegneria, il Proposal Engineer è più orientato verso la vendita dei prodotti. Anzi, per dirla tutta, il Proposal Engineer rappresenta l'interfaccia tra il mondo della progettazione ed il mondo delle vendite, e quindi dei clienti.
Proposal Engineers work closely with designers and engineers (the one I was until the day before I became Proposal Engineer) to propose a solution that is cost effective and meets the specific needs of each Client. The Proposal Engineers act as process facilitators, from the beginning to the end of the development of the project proposals and are the leaders of the process that leads from the request made by a Client to the delivery of a corresponding technical-economic proposal.
I Proposal Engineer lavorano a stretto contatto con progettisti e ingegneri (quello che ero fino al giorno prima di diventare Proposal Engineer) per proporre una soluzione che sia economicamente vantaggiosa e che soddisfi le esigenze specifiche di ciascun Cliente. I Proposal Engineer agiscono come facilitatori de processo, dall'inizio alla fine dello sviluppo delle proposte di progetto e sono i leader del processo che porta dalla richiesta avanzata da un Cliente alla consegna di una corrispondente proposta tecnico-economica.

§2. The technical proposal.
La proposta tecnica.
A technical proposal is a document that contains an introduction to the product, an explanation of how it will help address the Clients problem, the company’s execution plan, and technical details of the deal. This type of proposal should be brief, and it should explain the complex product in simple terms.
Una proposta tecnica è un documento che contiene un'introduzione al prodotto, una spiegazione di come aiuterà ad affrontare il problema del Cliente, il piano di esecuzione dell'azienda e i dettagli tecnici dell'accordo. Questo tipo di proposta dovrebbe essere breve e dovrebbe spiegare il prodotto complesso in termini semplici.
Writing a technical proposal can be overwhelming and time-consuming, especially if you don't have a technical background. However, it is worthwhile to invest time and energy in this activity because a well-executed technical proposal can lead to success, i.e. the acquisition of a new contract and/or a new Client.
Scrivere una proposta tecnica può essere opprimente e richiedere molto tempo, a maggior ragione se non si dispone di un background tecnico. Tuttavia, conviene investire tempo ed energie in questa attività perché una proposta tecnica eseguita bene può condurre al successo, ossia alla acquisizione di un nuovo contratto e/o di un nuovo Cliente.
My business consists of the following activities:
La mia attività consiste nelle seguenti attività:
1. Interfacing with the Sales division and analysis of technical specifications of tenders for the supply of diagnostic systems in the railway sector contained in the product portfolio of the company I work for: Mer Mec S.p.A.
1. Interfacciamento con la divisione Sales e analisi dei capitolati tecnici delle gare d'appalto per la fornitura di sistemi diagnostici in ambito ferroviario contenuti nel portafoglio prodotti dell’azienda per cui lavoro: la Mer Mec S.p.A.
2. Calibration of costs and technical aspects to identify the best configuration of the Technical Solution, such that it satisfies the Customer's requests, that guarantees the highest profit margin for the Company, and that exposes as little as possible to risks during any execution of the project;
This operation rarely leads to a single solution. Most of the times the optimal technical solution is the result of a compromise between various factors: it is necessary to satisfy the Customer's requests as much as possible; at the same time it is necessary to minimize the risks that could arise from changes to the standard solutions; at the same time it is necessary to minimize the cost of the solution in order to be competitive with competitors; it is necessary to identify the solution that requires an adequate commitment of company resources compatible with the production plans in place and with strategic choices.
2. Calibrazione dei costi e degli aspetti tecnici per individuare la migliore configurazione della Soluzione Tecnica, tale che soddisfi le richieste del Cliente, che garantisca il margine più elevato di guadagno per l’Azienda, e che esponga il meno possibile a rischi durante la eventuale esecuzione del progetto;
Raramente questa operazione conduce ad una soluzione unica. La maggior parte delle volte la soluzione tecnica ottimale è frutto di un compromesso tra fattori di varia natura: occorre soddisfare quanto più è possibile le richieste del Cliente; contemporaneamente occorre minimizzare i rischi che potrebbero sorgere da modifiche delle soluzioni standard; contemporaneamente occorre minimizzare il costo della soluzione al fine di risultare competitivi nei confronti dei concorrenti; occorre individuare la soluzione che richieda un adeguato impegno delle risorse aziendali compatibile con i piani di produzione in atto e con le scelte strategiche.
3. Interfacing with the engineering, design and development departments of products and software to verify the conformity of the products to the Customer's requests. This activity requires good organizational, communication and relationship skills with the project teams.
3. Interfacciamento con i dipartimenti di ingegneria, progettazione e sviluppo dei prodotti e del software per verificare la conformità dei prodotti alle richieste del Cliente. Questa attività richiede buone capacità di organizzazione, di comunicazione e di relazione con le squadre di progetto.
4. Consultation and supervision of the quotes of any subcontractors and suppliers;
4. Consultazione e supervisione dei preventivi di eventuali subappaltatori e fornitori;
5. drafting and publication of technical offers;
5. Redazione e pubblicazione delle offerte tecniche;
6. The added value lies (also) in the study of the competitors, to guess variants that increase the commercial appeal of the project.
6. Il valore aggiunto sta (anche) nello studio dei competitor, per intuire varianti che aumentino l'appetibilità commerciale del progetto.

§3. Knowledges.
Conoscenza.
Writing a technical proposal implies an in-depth understanding of the proposed solution, of the main weaknesses and, ultimately, of the audience the proposal is intended for, i.e. the Client.
Scrivere una proposta tecnica implica una comprensione approfondita della soluzione proposta, dei principali punti deboli e, in definitiva, del pubblico a cui è destinata la proposta, ossia del Cliente.
The Technical Proposal is a key figure for companies that work on order. To fulfill the role of the Technical Proposal, it is first of all necessary to know the systems and technologies that we intend to propose as a solution to the needs of a Customer. I specifically rely on the experience I have gained during the past twelve years that I have employed in design and development activities, and which have particularly concerned machine vision systems.
Il Technical Proposal è una figura chiave per le imprese che lavorano su commessa. Per assolvere il ruolo del Technical Proposal occorre innanzitutto conoscere i sistemi e le tecnologie che si intende proporre come soluzione alle esigenze di un Cliente. Io nello specifico mi affido all'esperienza che ho maturato durante gli scorsi dodici anni che ho impiegato in attività di progettazione e sviluppo, e che hanno riguardato in particolare i sistemi di machine vision.

§4. Synergy and collaboration.
Sinergia e collaborazione.
Obviously, personal experience is not enough and interaction with colleagues from the various design departments is essential to obtain useful and satisfying results. In fact, the breadth of the product portfolio that the Company is able to offer and the heterogeneous and complex nature of each of them, means that the best offer is obtained only through the synergy and collaboration between all corporate bodies.
Ovviamente l'esperienza personale non è sufficiente e per ottenere dei risultati utili e soddisfacenti è fondamentale l'interazione con i colleghi dei vari dipartimenti di progettazione. Infatti l'ampiezza del portafoglio prodotti che l’Azienda è in grado di offrire e la natura eterogenea e complessa di ognuno di essi, fa si che l'offerta migliore si ottenga soltanto attraverso la sinergia e la collaborazione tra tutti gli enti aziendali.

§5. Communication.
Comunicazione.
The role of the Technical Proposal requires specific skills, in particular as regards the communication and circulation of information between the various bodies involved in the process and for all the activities of the tender.
Il ruolo del Technical Proposal richiede competenze specifiche, in particolare per quanto riguarda la comunicazione e la circolazione delle informazioni tra i vari enti coinvolti nel processo e per tutte le attività della gara.

Communication assumes an important role not only towards the various corporate bodies but, once the offer has been defined, also towards the Customer to whom it is necessary to communicate in an exhaustive and effective way the proposal that has been configured to meet its requests. This is not an activity to be underestimated because it has the task of finalizing all the efforts made and the time taken by all the entities that were involved in the process. La comunicazione assume un ruolo importante non solo nei confronti dei vari enti aziendali ma, una volta che è stata definita l'offerta, anche nei confronti del Cliente a cui occorre comunicare in modo esaustivo ed efficace la proposta che è stata configurata per soddisfare le sue richieste. First of all, thank you for visiting one of the pages of my blog. My name is Giovanni Battista Tateo (shortly Bat) and I am the founder and author of a project of Interdisciplinary Lifelong Learning of which the Tateo~Blog (:::) blog is the means of sharing. I was initially an Information Technology expert, and later I became an electronic engineer, specializing in industrial Automation. I'm passionate about Artificial intelligence, Virtual Reality, Simulation, and I'm an expert in Artificial Vision applied to industrial Automation. Currently, and starting four years ago, I am employed as a Proposal Engineer at Mer Mec S.p.A. (:::) company. Previously, starting in 2004, I was employed, always at the same company, as a Designer of Artificial Vision Systems and Image Processing Algorithms, applied in particular to Railway Diagnostics.
